Well, I’ve gone on in great length about the shitty situation here with my friend. I’ve also explained that I find it impossible to talk to her about her drug use and how she treats her children. She is blinded by her own apathy and ignorance. Over the last week it’s gotten worse. The verbal abuse toward her kids is at an all time high.

This is a guidline that will help you to know when and how you should file a report with them.
If a child or adult is being physically abused, don't hesitate, call 911 as soon as possible. Once you call, an officer will arrive shortly to determine the abuse and if they need to remove the person from the home. The police officer will usually arrive with a case worker. The case worker is the one who usually exams the child.
