There is a new type of Asian tourism called "plastic surgery tourism" and it goes on in Thailand, South Korea and the Philippines. Their target "customers" are Westeners who have to may thousands of dollars to have their appendages either reducted or added (LOL) or perhaps, they want a younger tighter face.
One of the best places to get this surgery is South Korea where there are definitely the best doctors and the price isn't too steep. Take note of those "pretty, westernized" noses in South Korean TV-novelas and you get what I mean.
If you only have a thousand budget and you want a nose job, try Thailand- cheaper even than South Korea and they give you the heavenly treatment while you "recover" like spa's, massages and EVERYTHING!
If you simply have about 3,000 dollars and you want a new face, go to Manila. Manila has two great hospitals , Makati Medical Center and the Asian Medical Center - and you can get your younger new face ! They might even throw you in a "free NEW nose" or perhaps, bigger boobs.
Usually operations in these places are just as safe as any hospital in the USA and you do get the tour too! After that, the new you can go home IF you;re not hheld at LAX because if the difference between YOU and your passport pic!
