Free gifts for little criminals

Now I know I'm not the smartest monkey on the planet, but is it just me who thinks that handing out free gifts to habitual offenders is backwards? I mean do they get some kind of loyalty card? 100 offences for a PSP, 500 for a holiday?

Wouldn't this just encourage kids who aren't really bad to become criminals? I mean what do kids who get on with their lives in a good wholesome social manner get? I'll tell you what they get, they get robbed by the kids looking for a free holiday! I know there's not a lot we can do about this but we could all email the home office (public.enquiries@homeoffice.gsi.gov.uk) 1000 times a day to change this practice, they might just get so fed up with our emails that good monkeys start getting rewarded and bad monkeys get punished.

I'm sure we all know someone who's much more deserving of opportunity and reward than some little anti-social chimp whose only goal in life is to see how much hassle he can cause to good monkeys like ourselves.
