Criminals on the home front

I sometimes wish things were like the old times when people took care of business when someone hurt their family. They would go out and "handle" things themselves instead of waiting on police to do something.
My family and I'm sure many others is affected by a criminal-idiot. This person happens to be a relation and gets away with everything. He has two warrents out for his arrest and the police have been told where he is. I personally have mentioned through letters and phone calls on how to find him, but here is the thing. These warrents are for different counties in the same state, and apparently either Brown County, Ohio is either lazy, or they don't think getting him is on top of any plan of theirs. This person has been in and out of trouble in nearly every county in this state. He can be linked to drug trafficing from Florida, but nothing has been done. Not only is he involved with this, but he also drives without a driver's license, and occasionally under the influence of alcohol. If you ask me, the Lord should take care of him or get the officials to do something.
Tell me how someone can get away with destroying everything around them and nothing get done about it. His own mother won't stop him! Did I mention he carries a gun around? Talk about dangerous! The police know this from other family members reporting, including other reports of destruction of private property and messing with vehicles.
If anyone has answers, please let me know.
