Arizona has been one of the fastest-growing states for twenty years. As the population has grown the real estate industry responded by building hundreds of thousands of massive new homes in developments in the suburbs of Phoenix and Tuscon.
Many of the construction workers are illegal immigrants that brought their families with them, causing overcrowding in the schools, hospitals and jails. Many new schools were built and hospitals had to expand their facilities. There are so many illegal immigrants in the jail in Phoenix that they are "housed' in tents.
The Arizona Legislature has been confronted with the rising costs of schooling, providing health care and from the rising crime rate. The legislature can always raise taxes, of course to cover the increasing service costs.
Arizona's growth has been based on it's being a low-tax state so that New Yorkers and Washington state residents could sell their houses when they retire, move to Arizona and be able to play golf every day in the winter under the sunny desert skies.
Now the legislature has decided to penalize any of it's 150,000 licensed businesses if they are found to be employing illegal immigrants by using the Department of Homeland Security's E- Verify System that use the Social Security records system to determine if employees have a right to work in the United States.
